If I planned to be completely unambiguous, I would say anything like "must be delivered before ...". Alternatively, in some cases the ambiguity is irrelevant, it doesn't matter which Conference governed it, if a bottle of milk explained "Best f used by August 10th", You could not get me to consume it on that day. TL;DR: It really is ambiguous.
